invites applications for a

Budget Analyst II

to join their team. This position will provide budget and account management to the Center’s Executive Director and staff. This position is responsible for the functional supervision of part-time administrative support staff, as well as independently assigning and monitoring supervisee tasks, deadlines, and successful completion of responsibilities.

The Budget Analyst II must manage and report all financial matters to the Director, co-Directors, and Principal Investigators to ensure the Center’s operations and accomplishment of its mission. This position requires the capacity to integrate financial data from multiple sources, including state, college, Center, and federal agencies, and provide analysis for ongoing planning and decision-making.

The Budget Analyst II needs to maintain productive working relationships and act as a liaison through interactions with campus administrators, faculty, staff, students, consultants, vendors, and grant sponsors/stakeholders. The Budget Analyst II must also maintain a positive working relationship while coordinating with the College of Health, Office of Sponsored Programs (OSP), Business Services, and other UM departments and entities, and serves as the liaison to OSP for all levels of grant management, including pre-award and post-award oversight. This position will consult with sponsors to address grant management issues such as prior approval requests, carryforward, and reporting.

Responsibilities include:

Coordination of fiscal operations and development and management of budgets; including planning, forecasting, and reporting for all budgetary accounts.

Manage and verify purchasing, account reconciliation, personnel transactions, cost transfers, budget modifications, grant compliance, and other transactions associated with managing State, Federal, and private grants.

Understand newly implemented IV-E compliance standards for the administration and training of IV-E students and the Child Welfare program

Manage and oversee approximately 15 accounts, including project periods, expenses, budget modifications, unallowable expenses, justification of atypical expenses

Make recommendations to ensure compliance with federal, state, and university policies/procedures related to accounting and financial activities

Provide support for federal, state, and private grant proposals

Consult and coordinate with COH and OSP regarding grant management best practices

Coordinate with other offices to manage and request grant-specific content for federal, state, and foundation funding

Coordinate with project leads to develop a Scope of Work or other necessary documents for consultants, vendors, and subaward recipients.

Develop and manage grant-specific invoicing systems to comply with the federal sponsor, state pass-through agency, and the Office of Sponsored Programs.

Accurately submit cost transfers, monitor cost match, and oversee the PAR system

Teach others to use Banner, GrizMart, UMDW, Procurement, U-approve, and E-prop/Cayuse systems

Facilitate small teams in troubleshooting problems related to monthly expense reports, accounting problems, and external compliance concerns

Provide professional answers/communication to 34 Center employees, students, and cross-disciplinary staff.

Co-coordinate vendor and consultant set-up, which may include but not be limited to communicating with the procurement office to create and sign contracts, managing invoices, monitoring accounts, tracking spending, and submitting annual renewals and/or increases as needed

Review and facilitate completion of monthly time & effort reports

Perform HR-related calculations, prepare employee salary projections, detect payroll errors on grant accounts, initiate corrections, and develop methods to reduce/alleviate future mistakes, onboarding/offboarding of new employees

Develop and maintain financial trackers for PI’s and keep organized grant records for audit purposes; prepare, anticipate, and cooperate with audits

Assist PIs with grant proposals and compliance standards

Develop financial reports and provide analysis of budget data to inform decision-making and meet established benchmarks

Interact with Center personnel, ORSP, Business Services, and Human Resources to ensure accuracy and compliance

Build strong working relationships with COH, OSP, Business Services, Office of the VPR, and other campus entities

Review monthly financial statements of multiple budgets with various deadlines and account for approved expenditures, revenue balance, and projections

Allocate staff Procard expenses with accuracy and efficiency - including abatements

Required Skills

Knowledge of basic accounting practices and contract development

Knowledge of essential budget preparation, salary, and travel calculations

Foundational understanding and support of the Center’s mission to improve the lives of children, youth, and families in Montana by working with state-level systems of care

Knowledge of basic Excel, Microsoft apps, Outlook, Web Browsers, and Adobe - as well as a comfort using technology

Ability to accurately maintain financial and related records

Highly organized, efficient, excellent communication across all modes of interactions (electronic, phone, in-person), and strong time management skills

Ability to work cooperatively as a team, and at times independently work while seeking supervision as needed

Self-driven; seeks learning opportunities; has a strong work ethic; anticipates and adapts to unexpected program changes; remains courteous, professional, and has a positive attitude; has well-developed interpersonal skills

Strong attention to detail to facilitate accuracy and compliance

Ability to identify inefficiencies and propose creative solutions to improve group performance

Strong ability to learn new tools & skills, such as accounting procedures, software, electronic platforms, and UM systems (ex. Banner, E-prop, GrizMart, UMDW, Payroll, ProCard, U-Approve, etc.)

Ability to acquire new knowledge of the compliance requirements for financial agreements between university, state, federal, and external entities

Advanced knowledge of accounting and budget management procedures

Advanced understanding of UM, state, federal, and foundation rules/regulations, as well as how contracts and grants are acquired and managed

Proficient in developing Excel workbooks to develop budgets and track expenses

Proficient in navigating new budgets and contracts with state, federal, and foundational sponsors

Ability to learn and analyze possible solutions to complex budget issues and apply state and federal budgeting formulas while meeting timelines and maintaining professionalism.

Minimum Required Experience

High School diploma and two (2) years’ experience or an equivalent combination of education and experience.

Preferred Qualifications

Bachelor’s degree in accounting, budgeting, bookkeeping, or financial or grant management training

Experience developing and managing budgets, maintaining accurate financial records, and accurately applying advanced accounting procedures
